Even you hard reset there is no effect to the anti-theft privacy lock. So I used Volcano Software to fix it.

Procedure:

1. Open Volcano Box
2. Read firmware
3. Navigate Android Tab
4. Select 6572 Chipset
5. Check Unlock theft
6. Press Start
