Even you hard reset there is no effect to the anti-theft privacy lock. So I used Volcano Software to fix it.
Procedure:
- Open Volcano Box
- Read firmware
- Navigate Android Tab
- Select 6572 Chipset
- Check Unlock theft
- Press Start
